Our MH team provides strategic advising and project management services to support Client’s desired outcomes. This work includes coordination with clients, design and technical consultants such as architects and engineers, and government agency representatives to track and assist with tasks related to project processing for regulatory reviews. We bring our unique expertise and knowledge to facilitate effective project outcomes through collaboration with the project team and consultants.

Environmental Review

Environmental Review

Our MH team brings experience and knowledge gained from preparing and processing State of Hawaii and Federal environmental review documents for a diverse list of projects. Through the years, MH has prepared and processed numerous Environmental Assessments and Environmental Impact Statements as well as coordinated exemption declarations with administering agencies. We coordinate with technical consultants such as archaeologists, cultural specialists, traffic engineers, and biological resources specialists to ensure preparation of thorough environmental review documentation.

Land Use and Environmental Permitting Approvals

Land Use and Environmental Permitting Approvals

We have extensive experience in assisting clients with complex regulatory processes at the Federal, State, and County levels. Our MH team helps clients navigate the various processes needed for land use and environmental permitting approvals including but not limited to Department of the Army Permits, Special/Conditional Use Permits, Special Management Area Use Permits, District Boundary Amendments, Community Plan Amendments and Change of Zoning.

Construction Permit Processing

Our MH team is available to assist with coordination of construction permitting such as building permits and grading permits, which includes facilitating the application submittal process through the County of Mauiʻs online permitting portal and assisting with follow up with agencies during agency review. We partner with project design teams to facilitate construction permitting processes by tracking agency reviews, coordinating with reviewing entities for feedback and following-up with design consultants to ensure that comments are addressed in a timely manner.

Due Diligence and Scoping Analysis

Land use and development in Hawaiʻi can be a complex matter as there are various State and County regulatory requirements that may affect what may be permissable on a property. Our MH team has extensive experience assisting clients with review of properties during due diligence periods to provide a scoping research and analysis. Through scoping analysis, the MH team provides strategic guidance on regulatory requirements and entitlement needs.

Technical and Feasibility Studies

Technical and Feasibility Studies

Within our MH team, we have diverse knowledge and skills to assist with specialized studies such as Land Use & Policy Planning studies, Development Feasibility studies, Greenhouse Gas Assessments, Economic and Fiscal Impact studies, and Cost Benefit Analysis. These studies are often needed to support the technical data analysis for projects undergoing environmental or regulatory reviews.

Community Engagement and Communication

Community Engagement and Communication

In communities around Hawaiʻi, community engagement and outreach is part of the local culture, similar to “talk story” sessions that occur with neighbors and friends. MH views this as an important and necessary component of the project planning process. Our MH team will work with clients to create and implement tailored community outreach programs based on project characteristics that foster both collaboration and communication opportunities with key stakeholders.

MH recognizes that staying on top of changes to land use policy and regulatory requirements can impact project permitting and development. To that end, our MH team actively monitors proposed legislative and regulatory changes and informs clients of key legislative and policy initiatives may affect planning and land use in both a State and local context.

Spatial Analysis and Mapping

MH provides technical services related to Geographic Information System (GIS) analysis and mapping to support project analysis. Additionally, GIS Storyboards can be created to enhance communication with the public for project specific website.
