The County of Hawai‘i wanted to understand why development and redevelopment was limited on the island. Munekiyo Hiraga prepared a (Re)development Feasibility Analysis to identify barriers to (re)development and proposed recommendations for encouraging (re)development. The study also used GIS analysis to identify opportunity areas for (re)development and presented proforma financial feasibility analysis of prototypical development projects.
