The State of Hawai‘i, Department of Transportation proposed to widen Kūhiō Highway between Kuamo‘o Road and Temporary Bypass Road. Munekiyo Hiraga prepared a Benefit Cost Analysis which was used by DOT in a federal grant application. The BCA identified, quantified, and analyzed the expected costs and benefits of the proposed project during construction over a 10-year period after construction.
