    Our Planning & Permitting Division is responsible for ensuring technical compliance of land use actions with Federal, State and County regulatory requirements. We also prepare special studies that involve innovative approaches to complex client requirements.


    Land Use

    We offer a wide range of technical compliance services to ensure that land use regulatory applications and procedural requirements follow applicable laws, rules and policies. These services cover:

    • U.S. Department of the Army Permits
    • Section 401 Water Quality Certifications
    • Coastal Zone Management Consistency Approvals
    • State Land Use Commission District Boundary Amendments and Special Use Permits
    • State Conservation District Use Permits
    • State Stream Channel Alteration Permits
    • County Community Plan Amendments, Change in Zoning, Conditional Permits, Planned Development and Project District Approvals, Special Use Permits, and Agricultural Assessments
    • County Special Management Area Permits
    • County Variances relating to Building Code, Subdivision Ordinance and Zoning Code
    • Maui Redevelopment Agency Permits/Variances
    • County Building Permits and Certificates of Occupancy
    • County Subdivision Process Coordination
    • Compliance Reporting for Conditions of Permit Approvals

    Where needed, Munekiyo Hiraga will engage special consultants such as archaeologists, cultural specialists, traffic engineers , and biological resources specialists.

    In fulfilling regulatory requirements, the Planning Services staff coordinates with Federal, State and County agencies, as well as boards and commissions, other stakeholders, organizations and individuals that have direct interest in a proposed action.


    Fiscal Impact, Market and Special Studies

    In today’s complex planning environment, understanding the economic implications of land use development is required to support the formulation and processing of project applications. Munekiyo Hiraga has the in-house capacity to conduct fiscal impact studies, agricultural impact analysis, market analysis, and other economic-based technical studies to support project development decision-making. We can also conduct due diligence studies and complex technical analysis to meet specific client needs.
